Yes because most of the spots on the big clubs are held by non-Englishmen. A player has a better chance of making a national squad by playing fulltime for a smaller club then riding the bench for a big club. The national team manager always wants players who are in form.

One example would be Joe Cole of Chelsea. You would think he's a shoe-in for the England squad but if he doesn't regularly make the Chelsea starting eleven, why would Cappello choose him? He would choose a winger that played alot, like Lennon, or Downing or Ashley Young.
