I think Tiger could have gotten the exact same message across in a better manner. Even though it is a stupid call it is still the rules and the official was just following that.

Naming the official involved adds more credibility to the argument. People are naturaly going to want to know who made the call.
It maybe the rules but at the same time one can be flexable. For example if i'm out playing golf and there's a group behind me i'm going to make sure I maintain a proper pace of play and to keep up with the group ahead of me. On the other hand if no one is behind me my playing time might slip as I will be concentrating more on my shots. I have yet to meet a course marshall who told groups to speed up when no one is playing behind them.
