Maybe you should just tell them you're a Freeman on the land.

This kind of thing happened to my mom a few years ago. They still withheld the tax, but after about 5 minutes of searching on the IRS website (trust me, if she can find the info that quick, anyone can), she was able to find the process for foreigners to get their taxes returned. It was a really simple process, and she got a cheque a few weeks later.
