The only way it would have worked (at least in my mind) is if they firmly raised their middle finger to Generations, and implied Kirk was resurrected somehow (don't say how at all, just imply Spock was involved).
How do you do it? Put Kirk in a new TNG/DS9 uniform and his saying goodbye because he knows Spock's mission to stop the supernova is likely a one-way trip (like it was said in the prequel comic). He could mention how he'll always treasure their adventures and how he'll never forget how they "cheated death" together.
It would shock the hell out of Trekkies, and since we're likely never seeing the original universe again, they don't need to come up with some convoluted reason to bring Kirk back from dead, he just did... somehow. A lot of time passed between Generations, Nemesis and the new movie's future portions (at least 10-15 years), lots of time for something to have happened there. Imagine the shock value.
It would please the average viewer knowing the original Kirk is around somewhere too. Shatner would have done it cause its a cameo with value. The cameo as it was written was worthless, the movie itself showed new Kirk and Spock becoming friends. Its no surprise he said no. Its the same reason Nimoy said no to Generations.
