As far as I know the CF-18 still uses the old GE 404 engines which does not have a "staged" afterburning system like the Pratt and Whitney, It has spray nozzles that as you throttle up dump more fuel to be burnt. If you want to say "full" afterburner it means the plane is probably going supersonic at that point. In the CF-18 the Afterburner is on or not and the pilots aren't allowed to light them very often, especially over populated areas.
