This fella obviously has a problem with the truth and is right up there with cement truck driver fella in my books for failing to take any responsibility for his actions.

That's a perfectly normal thing to do after a RTA. Leave the scene, have some vodka, and return.
Of note:
"investigators recommended charges of impaired driving causing death and impaired driving, but the Crown has yet to lay charges."
