There was a lot of violence as recently as a year ago in the South African townships, mostly anti-immigrant violence, attacking cheap imported labour.
I just came back from South Africa (did a Cairo to Cape Town trip)... I'd be very, very surprised if the security situation was 'completely stable' come World Cup. The current crime rates in Cape Town and Johannesburg are obscene. In Jo'Burg you CANNOT walk outside of the main airport or train station, as there's a hefty chance you'll get mugged (met several travelers who had, guide book says the same thing). I was on a tour bus downtown Jo'burg and we drove into a full scale riot, had to turn around and 'miss that part of the tour'.
In Jo'Burg it's easier to kill you for your money than just robbing you... no witness, no hassle.
World Cup in 2010 will be very interesting indeed.
