He might say that, but its not true, at least from the US perspective.
Here is a story.
I worked part time at the Edmonton airport when going to UofA (great place to work, except winter)
The Northwest plane came in from MSP, US customs official took someone into custody, and put him on the same plane going back. I asked the ramp manager at Northwest in Edmonton, she specifically said that for transborder traffic from Canada to US, until a passenger goes through Canada Customs, they are soveriegn US soil at the airport, even though they are in Canada.
Every time you go through US pre clearance at Canadian airports, you are on US soil within the airport, even through they are still in Canada.
