The 0.3w expended is why I don't turn off the monitor. If it is in your bedroom, then a suggestion would be to block the led light from your vision. You may still have bleed through, but, at the very least the harsh blue of the led won't be blinking while you sleep making you think of rain soaked streets and roy batty going "I've seen things you people wouldn't believe. Attack ships on fire off the shoulder of Orion. I watched C-beams glitter in the dark near the Tannhauser gate. All those moments will be lost in time... like tears in rain..."

Otherwise, the other question would be, is your system on when you power the monitor up and it displays the startup for you? Maybe change over to the other cable if it isn't dvi(if possible)

Loose connection with the power cord? those NEMA5-15P connectors are sometimes hard to tell if you have it in all the way.

Does the monitor sleep properly and come back on?

Other things, like is whatever system you have up and running already on? The power saving circuitry in the samsung's that I've seen have been pretty aggressive in turning themselves off when they don't have a signal to display.
