Going back to the debates, I loved the criticism of Harper's plan for tax credits for the Arts (among other things). The criticism was that a lot of people don't pay tax ans do the credits won't do them any good.
What about Dion's Carbon Tax? The rational behind it being revenue neutral is that Income Tax will go down, and it will offset the raise in prices caused by the Carbon Tax. What happens to those that don't pay income tax? Their prices will be going up with no/little benefit back to them, making the poor even more poor. For example: their calculator says that someone making $35k per year will get $357 back.
Just another reason to not like the green shift.
