I believe, when used on CP, it refers to a completely random and unreliable source of information. I think a year or two back someone posted a BIG rumour here and it turned out their source was some guy standing in line waiting for an Orange Julius.
I'm sure someone else can elaborate further...
Orange Julius guy > Eklund, however.
