It says clearly under "affect" that it is altering or changing a situation (or something to that extent). Which is exactly what his sentance is describing. Why would you pick effect? Effect is a noun. You can't noun a noun.

Edit: In response to your last post. It's not like "effecting a change" because that's not what his sentance is saying. His sentance is using situation. A noun.

I didn't say he could use "effect" in that sentence. I was just pointing out what made the words confusing. At some time or other we've probably seen effect as a verb...well, deends how much you read I guess.
