I'm not saying that Phelps didn't win, but how does that prove anything? In picture 4 neither is touching the wall and in picture 5 both are about to touch the wall. They blow up the picture of the Serb saying he hasn't touched, but to me it looks like he is....

I'll trust the electronic pad since my eyes can't tell... even from these blown up photos.
