Yes there is one criminal code. But with power comes more responsibility. The police had access to many data bases, intel and the ability to rid themselves of the competition because of there position. By mis using there power they automatically bring on them a harsher sentence because of the trust and power they were authorized.
I don't see why you can't understand this.
