One litre and the car will run at 80km for an hour straight. Rain water, river water, ANY kind of water will make this car run.
The private sector WILL solve this.

This isn't necessarily directed at you. But I am skeptical of this car (similar cars have been tried in the past unsuccessfully). Doesn't this car violate the first law of thermodynamics?
