Yes there is a pool. And your 4 year old can handle the beach just fine. There might be some days when they get trade winds and the water is more for boogey boards, but the beach is big and wide, usually has calm spots.
We stayed twice at the Kamaole Sands when our kiddies were little. And if you go over Easter, they have egg hunts etc all arranged for the kiddies too. The grounds are big, around 14 acres, very well kept. The suites will vary since they are individually owned so it will depend on who owns them and how much upkeep they have had.
There is not a restaurant on site though, but lots of cheap eats just a bit north of the Kamaole Sands, in the old part of Kihei. The grounds do have barbecues though, so you can buy food and barbecue on site.
If you go to vrbo.com as someone else suggested, and go to Hawaii, then Maui, then Kihei, I am sure you can find some units from the Kamaole Sands that owners are renting privately. And then you will be able to see the actual suite you are renting, usually a bit cheaper than going through a middle man too.
