I'm not quite sure what you mean by "why" in the 1st question. Although I'm sure you can find like-minded people at gigs here as well as through Monday magazine or even Craigslist...
As far as apartments go I'm not sure what "reasonable" means. It all depends on where you want to live as well as whether basement suites, actual apartments, etc. I just moved here on a semi-temporary basis (and plan on making it FT soon) in November and I'd hazard a guess that you'd at least be looking at $500-$600 on rent and that could be in the low ballpark.
