if these children truly cared about their pets they wouldn't let them roam. My Grandfather used to keep a pellet gun at his front door and whenever the cats would come roaming he would start shooting. My Grandfather was very of squirrels and the cats were eating them all. The city wouldn't do anything so he took it in his own hands. Roaming cats are useless animals unless you live on a farm.
