Pretty clearly looks like a turtle/tortoise without shell. The head and mouth match perfectly.

that's a pretty elongated body for a turtle/tortoise though.
I think it could be something which was dumped/escaped from the animal testing center that is in the region. Some mutant dog or something.

if that black dot on its shoulder is a fly, it gives some perspective on how big it actually is...it's probably some dead rat that has been floating in the ocean for a couple of weeks

My first instinct was that it was a turtle. The limbs look like they could be flippers and the head matches.

the limbs look far to much like the legs of a dog or cat type animal. Especially the hind limbs.
Plus how do you account for the tail?

Turtles have tails too. Not all turtles will have wide flippers either, some are closer to limbs if they spend time on land. If it's not a turtle, how do you account for the entire head? It's a turtle head.

The eyes are too far forward to be a rat. Besides, it has a beak, not teeth.

You can't say for certain that it is a beak, but you can clearly tell that it has a teeth or at the very least, a serrated jaw, neither of which do turtles or tortoises have.
If I was a betting man, I'd say it's a rodent of some kind...
Then again, it's more than likely just some silly hoax

Very true... the side teeth are carnivorous and not flat. Now I have no idea, haha. Nice one Proto... Probably he closest match so far?
Does it look like it's giving the finger to us? And what's with the neck?
