Viking exhibit @ the museum is awesome. Plus the IMAX (attached to the museum) just got redone and is the 3rd or 4th largest IMAX in the world now.
Get a round trip on the harbour taxis and stop @ fishermans wharf - they got great food, houseboats, and can feed the sea lions.
Ogden Point is a great for a nice walk out on to the water.
Tons, and i mean TONS of local brew houses - most are downtown (Swans is good)
Depending on the day, the Inner Harbour has buskers performing (like Darth Vader playing a fiddle)
Mini-World and the Bug Zoo are awesome.
Will you have access to a car? The next week or so is supposed to be completely sunny and 25+, so it's gonna be awesome. I can offer more suggestions knowing on what your scope is.

You can go to Phat Pheges' Fudge.
1. High tea – wear pretty hats (not the gentlemen, mind you) at the renowned Empress Hotel while sipping Earl Grey or Orange Pekoe (or similar) and eating jam and cream filled biscuits/scones. 1 hr duration
2. Kayaking – a 2 hour urban kayaking tour up and back along the Gorge
3. Brewery – a 2 hour event involving a tour of the Vancouver Island brewery facilities and taste testing.
Honestly though, I suggest one of the urban kayaking tours. There are a few outfitters in the city.

There is also Whale Watching - and FA is right, kayaking is good (rentals are found in the inner harbour and Fishermans wharf)
Parksville (about 1.5 hour north - great drive) has a massive Sandcastle building exhibition on the beach right now as well.

When I was there at school I just enjoyed wandering the downtown/warf area. Beautiful area, lots of artists along the water.

A few things that I have done while in Victoria that I would recommned:
- Butchart Gardens (great fireworks if it's Friday or Saturday)
- Butterfly World (do this same day as Butchart Gardens, they're pretty close together.
- The Sooke Pot Holes
- Royal BC Museum (not far from the Empress.
- Mt. Douglas Park is a beautiful area to hike.would recommend.

they stumbled around like an idiot and most likely weren't able to best utilize their time to see what locals deem "the best spots"
if I were there longer I would wander and check things out but going for possible 1 day free for work limits what I can see

Take a drive up highway 14 towards sooke and then port Renfrew. Great drive and amazing scenery. Most others have already recommended the basics for doing a day in Victoria.

If you are a fan of breakfast, and I honestly can't stress this enough, go to the Blue Fox. It's just up the street from the Empress Hotel, maybe a 10 min walk. Get a cup of coffee and order the eggs benedict.
If breakfast was a woman, this one would be Kate Beckinsale.

I second fisherman's wharf, Eaglewing whale watching is there and my wife and I had a blast with them and at the wharf. Eaglewing tours also has a no whale sighting, no pay policy so if all you see is the seals at Race Rocks Lighthouse the trip is free.
Also the Salish Sea Aquarium is fantastic, it is all local sea life and was not overly crowded when we went. I liked it more than the Vancouver aquarium because of that.

And there is a lot of artists there to see and buy from, one I wish I had bought from was a gentleman who did some beautiful work with seaweed that was like leaf or flower pressings. The seaweed looked like it was a painting because of how he poses it.
We went last year at the end of May.

In Victoria itself without leaving the municipality.
Miniature world (Lived here 6 years I personally never been . Its just not my thing)
Whale watching (only takes an hour or two)
Take a ride on the H20 taxis
BC royal musuem.
Legislation building tour
Bc archives
I'll get you a whole list tonight from my girlfriend . She works for Victoria tourism office.
Edit . She's not home yet but I rembered some thing's
At night Ghostly walk tour is cool. He is awesome. You find out how crazy Victoria was when It was starting out. Murder, bars , illegal trafficking etc. Highly recommend . He knows his history.
The Robert Bateman Center is cool. Its newer. It replaced the Old Wax Muesuem.
Emily Carr house . Where she lived.
Fisherman's Wharf. Go feed Sammy the seal and her partner. You can also see all the cool house boats too. We almost bought one last year there.
Chinatown. Its not very big BUT It is the oldest chinatown in Canada . It is the second oldest in North America . San Francisco's is the oldest.
