Waiting period for new accounts

Seems like guys who are banned tend to try to sign up again using a new account, would it be capable to start a waiting period for new accounts to start posting after the account is created, maybe 7 days?

I don't think so, it'd be more setting new account activations to a manual process.. which we don't really want to do. They usually get tracked down pretty quick I think.
