Kylington, Mangiapane, and Andersson can't be sent down for the rest of the season even they are waiver exempt.
By CBA section 13.12 (j), players cannot be loaned to minor league clubs after the trade deadline unless they were:
1) recalled after the deadline either by normal recall or emergency recall
or
2) sent down for a LTI conditioning stint
or
3) recalled prior to the deadline but disabled at the deadline and spent at least 25% of the season on the active roster
Even though they are waiver exempt Kylington, Andersson, and Mangiapane cannot be loaned to a minor league club, because the Flames decided not to use recalls on them after the deadline like they did with Lazar.
In Lazar's case the Flames assigned him to the AHL roster before the deadline and then used a normal recall on him right after the deadline. Lazar then met the 1st scenario and was able to be assigned to Stockton today.
