Okay, I'll admit that I'm not 100% on waiver wire rules, but why not?
Isnt that what Pittsburgh just did? Washington waived him, Pittsburgh claimed him, now if Pittsburgh waives him and the Flames claim him, what stops them from waiving him again and re-assigning him to the AHL? Assuming nobody else claims him?

If a team lost a player on waivers and re-claims a player in the same season and were the only team to put in a claim when they re-claimed him, they can assign a player directly to the AHL without needing waivers again.

That's almost too obscure, but OK. You need a team that wanted him enough to claim him later waive him, then 30 other teams still not want him.
Has it ever happened before?

If you think about it, it removes a redundant step.
Caps waive Phillips and loses him to Pens.
Pens waive Phillips and Caps are the only team to put a claim in.
Caps waive Phillips again to assign him to the AHL when no other team put a claim on him. - Why does this need to happen? You already established no other team wants the player.
