I have no issues with players leaving organization as a free agent or approaching free agency aka Johnny and Chucky, they put in their time with the org that drafted them, given opportunity to the GM to extend them, for the city to show itself, for the ownership to show them what the team is about etc. They experienced the culture and if they choose to leave that is up to them, especially as they approach the age of raising a family + having a partner that might also have their own wishes regarding where to live (no shade here).
I do have an issue with players behaving like Cutter, mostly because this is not good for the leagues strive towards parity. Philly wasted a 5th overall pick on a guy who initially told them that he would like to play for them, that is so crushing towards a rebuild. He did not give a chance to the franchise at all and they could not have done much different to avoid this situation. This example along with prospects being able to just become a free agent after spending 4 years in college is terrible for the league and should be changed. Make it so that players can not leave as a free agent at least for 6 years so that they actually play for the team that drafted them. This is a league for profit, a private organization, players will be fine being forced to live in a city they were drafted for from ages 18-24. It is a huge privilege to be able to play hockey at this level and I won't ever feel bad for a player because they do not get to play for their dream team until they are in mid 20s.
Of course with players being forced to stay with a team for a longer period of time, aka not being able to just stay in college and leave afterwards. This introduces avenues for organization actually impeding on players development, so league could introduce resources where players can file investigations that would grant exclusions to this new rule and let them leave as a free agent sooner.
