I always thought of a Mount Rushmore list as things foundational, definitive, and/or revolutionary.
Hockey:
Maurice Richard, Gordie Howe, Bobby Orr, Wayne Gretzky
Television:
I Love Lucy, The Honeymooners, All in the Family, M*A*S*H
Westerns:
Stagecoach, Shane, The Searchers, Unforgiven
Modern Cable Television:
The Sopranos, Deadwood, Breaking Bad, Game of Thrones

^ Almost perfect IMO. Substitute Mad Men and The Wire for any show but Sopranos on the Modern Cable TV list.

Yep, it's the most subjective of the lists. Deadwood is my personal favorite show of all time, so while I believe it should be held to the standard of a Rushmore type list I placed it there knowing it could be interchangeable.
Game of Thrones was masterful at points, and almost unbearable in others, but it is a pop culture powerhouse. Same goes for Breaking Bad (although its low points were still pretty good), and it appeared on basic cable. There's an argument for The Walking Dead in that respect, but the balance of quality tilts too far towards poor to tip the scales back.
And, of course, The Sopranos is the gold standard that reinvented the way TV is today. The first, and arguably still the best.
