Is this for determining a mock draft, a ranking list, a Flames only board list, or a collective user "Guys We Like" order? Just want to know so I can correctly determine how to argue about mine and other's picks.

I'd say this is "if all of these players somehow were available when the Flames are picking who should they take". So if we traded up to #2 somehow which guy is the pick. At least that's how I'm interpreting it.
