If they can break ground next spring, there's no reason it can't be open by 2026. Rogers Place broke ground shortly after the 2014 Olympics and opened in the late summer of 2016.

Off season would be a smoother transition, but it all likely depends on when the new building is done. I'm sure they would love to get it open in time for Stampede 2026 to fill it with big concerts and that would give them time to work out any kinks before the start of the season. If it ends up being ready mid-season, I doubt they would wait to play there just to finish the season.
Montreal, Ottawa, Toronto, Glendale, and MSG (back in 1968) all opened mid-season. Of course, they were all moving into significantly larger buildings, so relocating STHs wouldn't have been an issue.

I bet a condition from the Stampede is to have construction start in earnest the week after Stampede, so there is only 1 year heavily affected, and maybe the next year the building is in the final phases if not complete (not sure if 23 months is crazy optimistic?).

$350M is not the total cost of the baseball stadium. That’s what the STATE is kicking in. This would be similar to what the province would kick in. Next up will be the City of Las Vegas and the money they are kicking in. This is one of two hurdles to build the park on the site of the existing Tropicana hotel.
