Because a "shot first, ask questions later" mentality results in infinitely more dead innocents at the hands of police than dead terrorists.
Also, investigations are much easier when people are alive to be questioned.

Watching the Twitter video and seeing how that played out, I think we'll see high praise for the restraint and resolution of this situation. I feel like if this was south of the border that guy would have been dropped if he even motioned towards holding his phone.
