Hartman would be fine, especially if Hathaway prices himself out of Calgary. Still, think this is probably a formality and he signs in Dallas.

Hartman literally doesn't know he's been traded to Dallas, let alone not qualified.
I'm sure his agent does. Dallas expressed interest in Hartman and gave up a decent asset to aqcuire him, and usually that doesn't mean they're intent upon just letting the player walk. I don't expect Hartman to hit UFA, but if he does, it'll be a pleasant surprise.

I think this might be a screw up for the Stars.
I think they intended to have him signed before the QO deadline like the Flames did when they traded for and immediately signed Chiasson.
But because the Stars couldn't reach Hartman, he is now set to be UFA.
Agent probably already received calls from other teams asking them to consider them before they sign with Dallas.
Especially if we move Frolik and need more RW depth.
At 24 years old, room to grow. Could be a long haul Frolik replacement. Albeit this guy has a ball of hate in his tum tum. I drool at the idea of him and Bennett just inflicting max pain in the playoffs.
EDIT: even if he signs, could make Nichushkin available. 2.95m for this season and an RFA after that.

I think Nichushkin made himself available quite awhile ago as a cap dump

Lots to like about his game.

Wouldn't sending a QO to the agent be food enough?
Otherwise any RFA could just go off the grid to become unrestricted.
The whole point for the Stars is not to have to send Hartman a QO. A QO means he can go to arbitration and the Stars can't walk away from an award if the arbitrator awards Hartman anything less than $4.5 million.
Yes the Stars could have still sent him a QO, but then they could have ended up paying him a lot more money than they want.
I think the intention was for the Stars to acquire Hartman and sign him to a new deal right away before the QO was due. Because Hartman went off the grid, that plan failed and now there is a risk they could lose him.

I forgot that he could choose arbitration.
Hard to blame the Stars then.
