I’n thinking, judging from the contents of the webpage linked, that it is a light-hearted reminder to people to clear the snow and ice from their sidewalks - not that kids shouldn’t build snow forts in their front yards.
It was interesting to learn that noise bylaws are suspended for 48 hours for any snow clearing tools to be used.
