My guess is that Fox will turn pro at the end of this college year. He's too good to go the full four years to free agency
This is my hope, and I bet the Flames have likely gone from "we'll see how he progresses" to "we'll do everything we can to get his name on a Flames contract at the earliest opportunity" sometime over this season and summer.
Has there been a more exciting/promising tournament for Flames draft picks than this one? I know a tournament is a tournament but I feel we're confirming/learning that we have two NHL defensemen coming in Valimaki and Fox in the same summer tournament.

Maybe Gaudreau and Tkachuk but I'm not sure how they did at the summer tournament

And Dube and Phillips haven't been too shabby either, and don't forget about Parsons. Some great potential in all these draft picks.

Excluding split-squad games, Adam Fox has 3 goals and 4 assists in 2 games with U.S.A. at the World Junior Summer Showcase. That's not bad.

USA's World Junior GM Jim Johansson said Ryan Poehling (MTL), Casey Mittelstadt (BUF) and Adam Fox (CGY) were the standout performers to him for the WJC camp. Also mentioned Dylan Samberg (WPG) as a player who elevated his game above expectations.

It needs to be this coming spring when his 2nd year ends at Harvard. When he's finished year three he's only going to be one year away from graduation and potential UFA status, the finish line for both will be too close.
Even if a third year in college would be slightly better for development they still need have him under contract by this time next year. He's turning out to be a very good prospect, and thats obviously underselling it.

After seeing his performance in this tournament Flames management must be feeling pretty hopeful about Fox. As a third rounder (66th overall pick) this could be turning out to be another Brodie-esque type of pick.
"Reilly is taking advantage of a provision in the collective bargaining agreement that gives NHL teams a window to sign their drafted prospects within four years. As long as that player remains a college student, the team that drafted him retains his rights. When that player either graduates from college or files the paperwork to leave the university before graduation, that team has 30 days from the date they graduate or leave school to exclusively negotiate with the player."
However another source suggests the player remains the draft team's property until at least June 1 of the 4th college year even if the player quit school after the 2nd or 3rd year of college.
If a Player drafted at age 18 or 19, who had received a Bona Fide Offer in accordance with Section 8.6(a)(ii) above, becomes a bona fide college student prior to the second June 1 following his selection in the Entry Draft and does not remain a bona fide college student through the graduation of his college class, his drafting Club shall retain exclusive rights for the negotiation of his services until the later of:
(a) the fourth June 1 following his selection in the Entry Draft,
or (b) thirty (30) days after NHL Central Registry receives notice that the Player is no longer a bona fide college student;
provided that **IF** the Player ceases to be a bona fide college student on or after January 1 of an academic year and the Player:
(1) is in his fourth year of college and has commenced his fourth year of NCAA eligibility,
or (2) is in his fourth year of college and is scheduled to graduate from college at the end of his fourth year, then in the circumstances described in (1) or (2), the Club shall retain the exclusive right of negotiation for such Player's services through and including the August 15 following the date on which he ceases to be a bona fide college student."
