It won't effect the tarrif's against the C series at all. But at least they'll probably sell more planes in Europe, because frankly from a sales point of view the C series is a bit of a dud.

Sure it would. The plane will now be built in Mobile, AL for American customers. Good luck slapping a tariff on an American made plane.

I have my doubts because this ruling was based on business practices that have already happened.
The US will view this as a cynical way to get around the tariffs and probably not lift them on the C series.

I don't think it's legally possible for the US to put tariffs on items that are made in the US. I'm pretty sure free interstate commerce is part of their constitution.
