Until pretty recently Government of Canada used fax for secure communication. I run my company's government security program and it wasn't long ago they would only send security screenings etc. by fax, since their view is that email isn't secure enough (never mind that they would send stuff to our fax at reception where anyone could see it).

I work in telecommunications and there are loads of businesses still using fax. Still widely used in the medical community.
