Seth Jones has another year left, so the same rule doesn't apply. He can sign 8 years with Chicago as of July 28th.

on July 28, Hyman becomes an UFA and is no longer eligible to sign a 8 year deal. Until July 28, Hyman is still officially Toronto's property which is why Edmonton needs to work out a sign and trade with Toronto to sign Hyman to an 8 year deal.
on July 28, Jones starts the last year of a contract before becoming an UFA, he is still eligible to sign a 8 year deal and is Chicago property

So essentially it is signed and filed by the NHL, but doesn't become become active until the July 29th. So pen doesn't not have to be put to paper on that day (28th).
NVM, I think I get it, since Jones has a year left he can sign that 8 years with Chicago. Nothing to see here.

Which is why only Toronto could sign him to an 8 year deal before then, because they're his previous rights holder. By acquiring Jones with a year left, the Hawks become his rights holder, and thus the team entitled to re-sign him for 8 years.
I believe Toronto could also have just traded Hyman's rights to Edmonton and then Edmonton could re-sign him for 8 years, but I'm less sure on that, and obviously it makes no practical difference.

When they extended the CBA last year, they revised the 8-year signing limit to allow players who are signed through the upcoming trade deadline to be able to sign an 8-year extension with their current team, whether they were with that team at the previous trade deadline or not.
This was prompted by the Stone contract in Vegas, where he couldn't technically sign his new contract until after the trade deadline had passed because he wasn't on Vegas at the "last trade deadline" (there were also issues with the "tagging" rule that were also changed because of Stone).
Because of that change, Jones will be able to sign an 8-year extension with Chicago on Wednesday.

CBA §50.8(b)(iv) shall be amended to provide that when a Club acquires a Player who is signed through the subsequent Trade Deadline, it can immediately sign him to an 8-year SPC without waiting until the subsequent Trade Deadline if otherwise permitted to do so under Section 50.5(f).

Hyman can only sign an 8-year extension with the Leafs and no one else because he is on an expiring contract, so the "last trade deadline" rule still applies in his situation.

They were close to a playoff team last year in a very tough division without Toews and Dach and an injured Kane.
