Biden played for the world stage earlier, this comment is for the homecrowd. Not even many of the democrats in the US believe that they are obtusely interfering on the global stage.
Edit: + I would be willing to bet that Biden believes his allies in Europe and south Asia will gladly buy into this narrative against Russian and Chinese imperialism due to their own self interest as well.

Yeah, I have to agree with the rube. Trump should be considered an anomaly in the dataset, judging presidential actions using his behavior as a yardstick would be a really bad idea.
