I'm level 32 and I've only ever done raids alone because of where I live so I can't get any really strong pokemon
Best non legendaries are probably Tyranitar, Machamp, Metagross, Salamence, Mamoswine.

Tyranitar - has two good movesets, either double rock type (Smack Down/Stone Edge), or double dark type (Bite/Crunch). Note, Smack Down was a community day move on Tyranitar, that you CAN’T get using TMs right now.

Machamp - Counter / Dynamic Punch is the move set you want. If you have dust and candy, getting a second move of Rock Slide means that the Machamp will have a super effective move against many of the things it’s otherwise weak against.

Metagross - Bullet Punch / Meteor Mash is the moveset you want here. Again, Meteor Mash was a community day move, and is NOT currently available by TM. Without Meteor Mash, Metagross is not nearly as good, and not really worth powering up.

Salamence - You want Dragon Trail / Outrage (if you evolved any during community day), Dragon Trail / Draco Meteor is good too (this is available now with TMs.

Mamoswine - Powder Snow / Avalanche is what you want, for an ice attacker. It can also be good as a ground attacker with Mud Slap / Bulldoze. However, whenever Rayquaza comes back as a raid boss, you want Ice move Mamoswines to attack it. Also really good against Dragonite and Salamence that you might find in gyms defending.

Rhyperior is a great Rock and or Ground Attacker.

Other good non-legendaries:
Espeon- Confusion/Future Sight (great for soloing Machamp Raids)
Electavire - Thunde Shock / Wild Charge (Highest DPS of any electric attacker)
Weaville - Feint Attack / Foul Play or Ice Shard / Avalanche - One of the best Ice and one of the best Dark attackers
Roserade - Razor Leaf / Grass Knot (The best grass attacker in the game) , or Poison Jab / Sludge Bomb (The best Poison attacker in the game- though poison isn’t very useful).
Gengar- Lick or Shadow Claw / Shadow Ball (Lick and Shadow Claw are both legacy moves, Shadow Claw is really old, Lick was available on last years Gengar Raid Day.
Blissey- Zen Headbutt / Dazzling Gleam - Still the best defender in the game - though defenders are not really necessary. All Blissey does is makes an attacker take a bit longer to defeat the gym.
Honchkrow - Best Flying type attacker in the game with Peck / Sky Attack. Also a good Dark Attacker with Snarl / Dark Pulse.

Lots of the community day starters are fairly good attackers with their community day move.

Now, If you want to do player vs Player, the list can become quite different, but I can’t help you as much there.

You are still getting the same number of items as before. There’s a bug for some people in what it shows that you get in the top right corner.

Is slaking good? A buddy of mine says that's his best one or at least top 3.

And is it worth powering up the base pokemon and evolve a powered up one or just evolve it and then power it up?

No. No good.
Just a big anchor to drop in a gym.
Machamp and Tyranitar are your two most valuable non legendary. And Dragonite.
Do whatever you can to build teams of these. Save all your dust for these teams, or to build up mons to defeat these as raid bosses.
If you have a good Machamp, Tyranitar and dragon teams, that will cover almost all battles you will face.

Yeah, Slaking is awful at everything. It’s fast move is useless. Attacking one in a gym, and if you can dodge one “Play Rough”, you take no damage to take one down.

Mewtwo and Rayquaza, imo.

Then Moltres, Kyogre, Raikou and Groudon.

Does any of this even matter? Any team can be knocked out by someone with enough patience.

More about raiding than gymming.
For example, Azelf is very easily beatable with 3 strong trainer teams (Giratina Origin/ Mewtwo with Shadow Ball). It can actually be duoed.
So it doesn't matter if you play in an area with large raid groups, but absolutely does matter if you are always short people for raiding.

I've never done anything but a solo raid so I need to have the best possible pokemon available. I have a hard time with tier 3 raids since I have to do them alone and dont have strong enough pokemon

I haven't got a chance to but I wouldn't be strong enough.

I have been getting next to nothing at pokestops and gyms. Even with a team bonus, I got one pokeball and one potion. Wtf?

Should be able to be strong enough, if you want to spend the resources.
Dragonite with hurricane
Espeon with Confusion/future sight
Exeggutor with psychic moveset
Gardevoir with Dazzling Gleam

Pumped up combo of these will solo Machamp
(left off the above list are better counters for Machamp, but ones you could not have gotten solo)

Good machamp team is vital, particularly as solo player.

A team of espeons can solo a machamp, and machamp is one of the most useful and best attackers in the game. With Machamp, you can duo Tyranitar raids (if you can find another player).

Espeon is a decent psychic attacker, certainly worth having some. Future Sight is the move you want on Espeon.

Is there a way to get a TM? Can you buy them or can you only get then through some missions?
