Got this Rhen'Ho Flayer for my HC WD a couple days ago. Frogs have a super high proc rate with Fetish Sycophant, so I generate a lot of fetishes with this combo. It's like 0.25 per hit or something crazy. So now I'm always running around with a large number of fetishes without ever casting Fetish Army.

yeah I've got that for my WD as well. nifty.
trying out a thunderfury right now too. not sure which I prefer.
Lots of information about the 2.1 patch, including legendary gems and the new Hellfire Amulet (which will grant a random 5th passive skill for each class)
Just wanted to drop a huge shout-out to Shawnski, who got my wizard from lvl 49 to 70 in a couple of hours last night.
Best moment was when I mentioned I had a Chantodo's Force waiting for me at lvl 70, and how I'd like the matching wand for it. Maybe 10 minutes he opened a chest - I got a blue ring but Chantodo's Will dropped for Shawnski, which he passed along. Lucky!

I ran into a cluster of 10+ goblins in a T4 rift yesterday. It's too bad there aren't mod tools and custom games in Diablo... I'd love to play a goblin massacre mod

No, the drop rate hasn't been reduced. In fact it was increased for T2 and higher.
Read this link about "Junger Rules" for finding a RROG.... it may be useful info for ya.

Following up on the Junger Rules for finding a RRoG....
Played last night with BloodFetish for a while following those rules. We both got a bit "unlucky" to find a legendary during normal kills so we didn't open any caches last night after earning 6 or 7 (not sure how many as I already had some.)
I played this AM and got one more cache without finding a legendary so I thought I would try opening some. Sure enough, on the 6th cache, an RROG dropped. Certainly some luck is involved, but if you go for the Pity drop as described in those rules, you likely will find a RROG sooner than later.
To summarize the rules:
Play on normal as you DON'T want a legendary to drop while you are killing.
Do NOT open any chests, break any breakables or search any bodies.
Kill as few bad guys as possible in order to complete each bounty.
Play with others if you can in order to speed up completion of all the bounties (split up and do bounties separately.)
Only open caches when you have had a long period of gameplay where you haven't found a legendary.
Oh, and open the caches with the char that you want the ring for.... if you want a dex ring, open it with a DH or Monk. Int ring, Wiz or WD, etc.
Edit. Ran three more runs without a legendary so opened 5 more caches. Got an ammy. And obviously, once a legendary drops from a cache, don't open any more caches at that time!
Edit 2. Ran 4 more runs without a legendary. Opened 7 caches without any luck.
Edit 3. Another run, another cache, no luck.
Halfway through the next run, a leg drops. Darnit. LOL. So 5.5 runs without a legendary that time.

OK, this game is punking or trolling me. As noted above, followed those "rules" and got a RROG right away.
But upon further reading, the "pity" timer likely doesn't even start until about the four hour mark of gameplay (without a legendary drop) so it didn't even come into play.
Blue (mod) posts on battle.net suggest that if a target of one legendary drop is intended for every two hours of gameplay, then the RNG effect basically sets a bell curve around that time. Should also note that the legendary boost after the anniversary and also the higher difficulty levels also play into this. Not only is it time played, but likely how many monsters are killed during that span.
Bottom line is that the longer you wait without a legendary drop, the more likely one will drop from the cache when you decide to open it.
I did some timing measurements on Normal mode bounty clears and it was usually about 8 minutes for all five bounties. This was just running through whatever didn't need to be killed and avoiding any chests etc. That said, my auto-trig meteors and follower killed a lot of them anyways.
Here is the previous data, and some new data converted into number of bounties cleared relative to legendaries found:
15* (estimated) bounties, then 6 caches opened, RROG dropped (* the bounties were a combo of solo and paired with BloodFetish)
15 bounties, then 5 caches opened, leg ammy in last cache (all bounties solo and will be until otherwise noted)
20 bounties, 7 caches opened, nothing
1 bounty, 1 cache opened, nothing
2 bounties more, a leg drops, so 23 bounties between legs.
5 bounties more, a leg drops.
8 bounties more, a leg drops.
7 bounties more, a leg drops.
6 bounties more, a leg drops.
3 bounties more, a leg drops.
10 bounties more, a leg drops.
Now, I timed four total clears and it averaged around a minute and a half for each bounty. Those last 7 legendaries dropped within an hour of total gameplay.... on Normal.... when I didn't really want to see them!
19 more leg-less bounties and BloodFetish rejoined the game(s).
10 more bounties (that I personally cleared) passed, and after each game (all 5 bounties combined) I opened some caches (5,5,5 then 3) before I got a leg in the cache, and it was a green belt.
12 more bounties, then a leg dropped.
6 more bounties, then two legs dropped.
Soooooo..... this is a small sample size (and perhaps BloodFetish will add some other data to the mix) ~130 bounties run, 37 caches opened, and still only that initial RROG dropped (and total of 3 legs within those 37 caches.)
Bottom line is that I am surprised by the amount of legendaries dropped in normal mode without trying to get any, and two, RNG RGMG.

Vchoychoy is on the cusp of joining the Paragon 400 club. Kudos for the upcoming milestone!

so tried the same method that Shawnski described. pretty small sample size, but did 12 caches. Got a random legendary between cache 10 and 11. Inside the caches, I got 1 bracer, nothing else.
$55 for a RROG if you let some website play your account
EDIT: Haha, just after I posted this did one more cache (had 8), then got a RROG on opening my 4th. Then realized I only have two pieces of Vyr's, so can't get the Archon thing
Probably gonna hold off on much more until after 2.1, things could change a lot.

Its rare that I can finish 20 bounties without a legendary drop of some sort. Here's my recent play:
- 23 bounties (1 legendary blacksmith plan in #17): opened 9 caches before a legendary amulet dropped
- 9 bounties, a leg drops in #10
- 16 bounties, a leg drops in #17
- 19 bounties, a leg drops in #20 (and a leg blacksmith plan in #17) - decided to open some caches anyway and got a leg amulet in the 4th one.
Does hardcore have better drops than softcore? I'm only Paragon 70 and I swear half my gear on my HC WD is better is better than my softcore, and I haven't even played on Torment yet. Though with the new drops I got, I think I'm good to go on T1 now. Got an 80% slow Hwoj Wrap and a Quetz mask in my last two rift runs.
Fixed a number of issues which could sometimes cause pets to not attack a nearby enemy or stand still and stop attacking the enemy they were currently attacking
