Check the aircraft specs. I think both AC and Westjet use charter aircraft for some or all of the flights. For AC this means no seat back entertainment, power etc. Might be the same for Westjet. (sorry, seems like everyone already said this bit)

Air Canada doesn't utilize charter aircraft on these flights. They have 3 767-300's that they did not upgrade to their XM interior with seat back tv's and pods in business class. You still get movies and such on the overhead tv's, not as good as seatback but better than nothing.
However sometimes due to maintenance or a mechanical issue they will sub in one of the upgraded planes, this just happened last night when my parents flew back from HNL.
