Maybe they don’t want to get him to 10 games. If it was a pure salary dump, and a goalie had to come the other way, it was a free salary dump.

Alternately, they are going full tank, will start him the next 10 straight, and will ensure the Souray doctor is available to clear him, just in case anything goes wrong

It honestly wouldn't surprise me if 100% of all NTC/NMC lists that ever existed contain Edmonton.

To be fair, most of them likely have Calgary as well, but I really think all of them might have Edmonton. I'd love to be able to somehow research it.
