Maybe. But then maybe you are penalizing teams for being from states where things are out of control (no fault of the team).

So none of the Phillies tested positive so at least there’s that.

As long as Manfred keeps using vague language like "acceptable" and "completely non-competitive" its clear he's planning to keep the season running unless something catastrophic happens.

I sincerely hope they are contingency planning for a bubble type environment for the playoffs at least, assuming they can keep it together that long.

The Miami Marlins' season was suspended by Major League Baseball amid an outbreak of COVID-19 cases that resulted in 15 players and two staff members testing positive from Friday to Tuesday, according to a baseball official with direct knowledge of the decision.
The official spoke to USA TODAY Sports on the condition of anonymity because it has not been officially announced.
The action is a remarkable but pragmatic pause, sidelining one of the 30 MLB teams attempting to play a 60-game schedule through a pandemic, with one potential outcome being that the Marlins - and their upcoming opponents - may not play the season in full.

Wasn't sure where to drop this, but I remember watching this live and jumping for joy after the final catch.

It's comical how they are getting one team to just play another team for a couple of days, and telling another one to hold off 3 days, meanwhile needing to let the Marlins take at least 7 days off without playing anyone. All in a season that allowed for 6 off days. So some teams might not play a full schedule now...
It's like they're trying to find more toxic tires to throw into the fire.

It is probably an easier decision for MLB if it is just the Marlins. If it was the Yankees, Dodgers, Cubs or Red Sox, it would have to be a different situation.

Well to be fair to the league a little, it was the players who said tell us "when and where" to show up and supposedly resisted the idea of a bubble. I get not wanting to be away from your family for so long, but then you had to know this was a likely result.
The league and the union should be meeting right now about establishing a number of bubble cities that could allow them to play out some semblance of a season and playoff tournament.
If they're not, I'm honestly not entirely sure who is to blame. It seems like neither party understands they are in this together.

Yup, that's the thing - both sides are set in their ways. I'm shocked they came to an agreement, but it wasn't thought out. Seems like everyone was happy to get a penny out of it but personal safety or the longevity of the league wasn't taken into account. Could've done the field of dreams approach in Dunedin in a bubble. The easiest sport to do it they missed the opportunity - says a lot about the owners and the players.

I don't know. You can be in a bubble for a tournament as teams are getting knocked out. MLS is a month. NBA and NHL will be two month only for the finalists.
To keep 30 teams in one or two bubbles for a guaranteed 2+ months in addition to playoffs? That's a long time to be away from family. If I were a player or staff, I wouldn't agree to that either.

I get that and it’s understandable. So would you agree to flying around the country the way they are now and potentially exposing your family?
If they had started cooperating from the start maybe they could have broken the season up allowing time to return to families.
