I don't think there are any special eligibility requirements for the Spengler. It's an invitation tournament, so it would be up to the organizers to determine eligibility. In the past, we've even seen players who weren't under contract anywhere play in the Spengler (like Cujo before he signed with the Flames).
It looks like this year, Team Canada has 10 players who are on loan from an AHL team, including Josh Brook from the Wranglers.

I think he does but only because the Flames insist on not graduating young players.
He’d have played an NHL game by now for most other orgs.

Wolf is only 21 years old this season. The usual NHL entry age for a goaltender is around 23, 24. There's nothing to suggest his promotion need be expedited, accolades aside.

Almost all starting NHL goalies debuted in the NHL prior to the age of 23.
Among elite goalies, it's even earlier.

Saros is by far the closest comparable. 1 ahl season. Then played 21 in the NHL at 21-22, graduated full time by 23. (If my math is correct. Also believe he got in at 21 due to injury.
