I had a GI Joe ninja that did that. Under cold water, his blue suit turned white and he was allegedly invisible. Was a great time.
Khudobin probably had something similar, he's in the right age range. If I can criticize the design that it doesn't go fair enough; it looks like it goes from grey to different grey. It's almost like why bother.

Probably a goldeye. They're commonly associated with Winnipeg (even though they live all over western Canada) and the baseball team in WPG is also called the Goldeyes.
