This is about what I expected. And I think that the city will begrudgingly accept it and hopefully the province will assume the risk and overruns as part of their victory lap.
Elevated is not ideal, but... at least it isn't at grade. I totally could've seen them trying to do it at grade.

To be honest, I was expecting a lot worse from the province. They still seriously overstepped here, but getting the project going, and into the heart of downtown is critical.
Sacrificing the best option downtown for a couple extra stations in the short term is definitely shortsighted.
I'm curious to know how a consultant spent $2.5 million in just a few months. That's either a ridiculously large team working hard overtime, or they made a very nice profit on this exercise. That's also a surprisingly large sole source or scope change. Usually something of that magnitude would need to go out for an RFP.
