.... because it's the GM who chooses the scouts, coaching staff, etc.....

Until he has a contract, they won't either. Pretty simple.

Without any background knowledge on the business, but just going by Friedman's assertion that is it a lot and it is rare, my gut would tell me that they are cutting the fat and doing an overhaul/re-structuring in multiple departments. Perhaps it has been a long time coming.

Honestly, the Flames do not strike me as a very efficiently run franchise. At the top level, there are a lot of cooks in the kitchen (Edwards > King > Burke > Treliving > Conroy), not to mention experienced guys with clout like Maloney, Button and Goulet in the system.

If the lower ranks at all mimic that structure (as many organizations do), I would think that restructuring might be due. (Also, good point in the post above).

Whatever happens with the employees, the team cannot move. Gary Bettman and the board of directors will never agree or allow a move. They would definitely block a move by any means necessary. At worst they would just force Murray Edwards to sell the team in the worst case scenario.

To sour and alienate an entire fan base from NHL hockey would be the dumbest move the NHL could ever make. Bettman and co. put an unbelievable effort in keeping the Coyotes in Arizona, they would put double/triple the effort in keeping the Flames in Calgary.
