To me, it really depends on what "on drugs" means to a person.
If you take an Advil or a Claritin a day, are you "on drugs"? I'd be willing to bet that the majority would say no. Extrapolate that to most of the rest of prescription drugs (Percocet, Hydromorphone) and it gets a little more grey but still less likely for someone to say yes to being "on drugs" than if they were doing Cocaine (for example).

Yeah, I wouldn't consider being on Watson385 "being on drugs" but really nobody knows why he was taking them. It is a possibility he was abusing them but I just don't see it.

Being on vicodin that was almost assuredly acquired outside of legal means is being on drugs

I think people make the distinction a moral one. Being "on drugs" implies poor character or judgement. It's also implies regular use or being addicted.
A lot of people are frequent recreational "drug users" that probably wouldn't be considered "on drugs" by most people who know them, because they are able to moderate and control their use around people.
Is someone who take fen once a week "on drugs", or just a "drug user"?

Watson and 385 are the markings on the pill, not what it's called. It's generic vicodin, but they were counterfeit and actually just fentanyl instead
And I highly doubt a pharmacy would seek counterfeit pills. There's very little money to be made that way. It happens, but very rarely. Happens all the time on the streets however

Somewhat. I just recall shield e. Stating very strongly that prince would never be on drugs, and at the time I thought that have we not seen enough music stars die related to drugs to know that one should not state something like this categorically
