It's all about mitigating against unnecessary risks and exposure. It's just eliminating one more source of potential transmission scenario.
Yes, it sucks that everyone has to follow the rules. But the rules are the rules.
Plus, it's also PR. The NHL keep advertising how their players are all real careful masking up and following protocols as much as they can. People will accept it if a Covid outbreak occurred in the dressing room or during a game, because that's the accepted risk that was deemed necessary in order for the games to be played. If the outbreak gets traced back to an unnecessary event such as a bunch of guys hanging out in a room together, then the PR of that would not look good.

I get that rules are rules and they have to be followed by everyone. I totally agree with the fine for not following the rules.
But is it really necessary that they quarantine if the only people in the room were players from the team? Seems kind of drastic and not really practical. I guess if they were willing to break the rules once, you might not be able to take them at their word that they didn't break them before as well. Is that the point?

This is a situation similar to the Denver Broncos and why they had a practice squad receiver play QB for an entire game.

This rule is in place because in order to get a "go ahead" from health authorities the NHL made/ was forced to make all sorts rules, regulations and protocols in the name of optics.

I took it completely the other direction and presumed Ovi was using her social media to voice his dissatisfaction to avoid fines/further punishment from the league.
