I'll take back half of S2 TNG quality.

Setting the bar low. I like it.
I'm expecting season 3 TNG. Anything less and I'll still watch it but be slightly miffed.

Am I in the minority that I've enjoyed both seasons of Picard?
It's not mind blowing amazing, but Ive enjoyed watching both and looking forward to S3?

I think so.
I was into the first half of season 2 but then it completely unraveled for me.

I actually did enjoy it. It wasn't Star Trek. It was characters from Star Trek, but not Star Trek.

Yep, pretty much this. It was like they wanted to make a great "send-off to Q" story, which really is quite important if you're wanting to wrap up the Picard / TNG story. But then they got bored a couple episodes in and decided to make it a Borg / Borg Queen story. Which is also important in wrapping up the Picard story, but like, what about the Q thing we just started? Then they got bored of that after a couple episodes and tried to make it about yet-another evil Soong ancestor. Then placed the whole thing on the ground in present day Earth and haphazardly tried to tie it all together, while both introducing and solving maternal trauma in Picard. It was bad.
At least this season looks like it takes place in space!

I gave up on Picard after season one, season three would have to get really good reviews for me to slog back into it.
Strange new worlds was awesome though. I am hoping that the Section 31 show is more like strange new worlds than Discovery or Picard if it ever gets made.

You're not in the minority whatsoever.
That is pretty much S2 in a nutshell. I remember when the trailer came out I thought:
"Okay, S1 was an establishing season, most inaugural seasons are rough and need time to find their feet.
S2 Trailer? Looks awesome! This show knows what its about now!
First half of S2? Okay, okay...we're building to something cool here, I can feel the potential coming!!"
And then it was like the end of the Simpsons' ENRON ride.

They're just so messy. There's good elements in both seasons, but there's so much clutter and deviations that the whole thing is scattered.

I really enjoyed S1 of Picard. S2 not so much. S3 looks promising and I’ll definitely be tuning in.

Looking forward to seeing the Federation seeking to build a peaceful Galaxy no matter how many people they have to kill, or force into signing a treaty.

I am going to watch season 3 of Picard, but I know it will suck. It was filmed back to back with season 2 so I don't expect much of a difference as far as quality goes. It is going to be one long boring episode worth of story stretched over 8 episodes. It won't be the fun romp of the week that Strange New Worlds is or TNG was.

I will shamelessly watch this even though I did think the first two seasons of Picard are trash. Only discovery is worse trek, IMO.

I have just started getting back into some of the Trek properties based partly on the comments in here.
Picard S1 - I enjoyed it. A bit of mystery and a few surprises
Picard S2 - not as good, but still watchable. Like that there were some serious consequences for some of the characters
Lower Decks - I tried watching this but just gave up. A bunch of yelling and chaos every episode, it just isn't my thing.
Strange New Worlds - wow. This is Star Trek. The acting is a little stiff and it has some of the problems all prequels have, but it is really good. Still not done with the season yet.
I tried Discovery a couple of years back and gave up. I am kind of curious about the Pike episodes but don't think I'll bother.

I'm kind of in the same boat as you
Picard S1 - the first half was good, then the wheels fell off.
Picard S2 - Was literally like someone trying to fix a watch with a sledge hammer while yelling, look at all the Fan Service.
Lower Decks - Personally I love it, and the yelling and chaos in every episode to me is great as it reminds us that the portrayal of Starfleet in the shows as being this perfect entity staffed by these incredibly competent and well trained officers, because every person serving in Star Fleet is an officer except for those 4 non commissioned losers over there. Well it has to be an illusion.
Strange New Worlds - I thought was really good and the return to episodic TV was a positive one. I always worry when Kurtzman is working on a Trek Series because he;s like a rusty WW2 grenade filled with such shrapnel and you don't know when it's going to go off.
Discovery - I gave up and literally watch it for the Memes. But its terrible, there's nothing really sadly that stands out. as well done, the acting is medicore as well. But any day with the most ridiculous Bridge damage effects as designed by Gene Simmons is a good day.

Lower Decks... you have to be a turbo fan to latch onto it IMO, but it is a premium quality Trek property. SNW is definitely the pinnacle of the new batch, I am extremely excited for S2. Wait until you fully judge it until end of season... i am actually envious that you are about to watch the finale for the first time, it is fantastic.

I think Discovery has gotten 'better' but it's generally still not my cup of tea. At least they've settled the BTS showrunner drama a few years ago so at least it feels consistent.
I short of hate ragging on Disco though. Because it's just not really my thing but if you say anything negative in some circles folks assume you're an incel chud.
