Not necessarily complaining, but how is that not just the next Avengers movie?
This explanation is spoiler free and I advise against googling Civil War Marvel if you wish to keep your viewing of the movie fresh. Cap is (arguably) the main character in the Civil War comic book arc as he is opposed to the Government having its thumb over Super Heroes. Cap is all about freedom after all. It looks as though the movie plans to use Bucky as the lynch pin for everything Cap stands for, which is why they have chosen to make this his movie vs. Avengers.
TL DR: cause dey is planning to tell it from Caps view point, which is the most conflicted view point available and thus the most compelling story.

I know it's early, but I like the more serious tone here. That's been my problem with a lot of these live-action movies of classic tales (but I get why they go the more family-friendly route. It's a tough balance.)
