Hoping they could do most of the cutting along 2nd Street itself and leave the intersections alone, then dig/tunnel that small portion rather than having to rip up the street in it's entirety. Is that possible?

I doubt it. Most streets are full of utilities that are all going to need relocating before the tunnel itself. I remember the centre st and 16th ave crossing took an eternity to rebuild because there is so much stuff under there. Unless this street happens to have not much there, I'd expect a long term dig.

City of Calgary picks Spanish railway car manufacturer for Green Line CTrain contract
Worked for a company that's been there done that.
Hired a Spanish company because they came in with the lowest bid.
Nobody in Spain knows how to design for temperatures below 10°C... let alone the freezing and snow we have here.
Ended up spending 3x as much fixing all the failed designs to accommodate our weather. At least that's all private money through that company.
Yay now my tax monies get to do the same thing!

It looks like they've supplied the same model of trains to cities in Norway, Sweden, and Germany (among others) in cold weather climates. This doesn't appear to be unproven technology.

They were always going to have to cut and cover the station at 7th/8th Ave anyway, plus the portal out of the ground at eau claire.
They were always going to have to “tunnel” under the CP Rail corridor and the 7th Ave LRT tracks, and this is going under the existing LRT tunnel for the Red line at 11th Ave (I think, not sure if there’s enough room above).
In short, it was never a question of picking 0% disruption or 100% disruption. Full cut and cover will be more disruption, yes, but between the station and the portal, 2nd st was going to be a nightmare along the way at some point no matter what.

There has been a lot of work done, especially near Highfield Blvd & Ogden Rd to build a tunnel under the CP tracks. Lots of earthwork near 24st as well. I believe that includes some land purchases too.
With that in mind, those projects are done, so WHY is construction not even starting this year, or next, but 2024? Of course your budget is out the window....

This would have been a good project for the downturn, now its going to be expensive and competing with a revitalized O&G industry.

From the December Green Line Board meeting, construction start is now delayed to 2024 because they effectively restarted the procurement process when they took over in early 2021 and hired a new CEO and COO last summer.

There have been tons of utilities relocated for the LRT ROW already as well

This getting pushed back, scrutinized again and again by the province, delayed countless times, new alignments, etc. has not helped cost overruns I'm sure.

DT numbers will likely stay depressed for awhile but keep in mind post secondary ridership numbers will rebound once both big schools (UCalgary and SAIT) return to in person learning in a meaningful and permanent way. Not sure if there is a breakdown on those numbers as a percentage of overall ridership?
Other major events (Flames, Stamps, Stampede) etc. ridership should also rebound once things return to a more normal state.
