Yeah if this is a straight "every player can sign wherever they want" set up then don't even bother. The Canadians teams are basement for life in that scenario.

In that case, just get rid of the Canadian content rule then. If it makes the quality of play and players better, then so be it.

I remember that Baltimore with their all US roster was just bigger stronger, faster and more bestly the the Canadian Teams. They really rolled over everyone.

I like having more Canadians. May as well close the university programs then.

More importantly than that is no quotas = no Canadian teams competing.
So you may as well just shut it down and let the XFL do it's thing in the US as our replacement. And I pessimistically presume this is the XFL's long term (or even short term plan) despite Dwayne Johnson waxing poetic about his time here and what the CFL meant to him.

- Announce combining the leagues
- Get access to all the CFL players and some stability of an established league to springboard off of for a couple years including TSN's huge TV deal with the CFL.
- Make everything more accessible and digestible for American players to play in America (easy task, minimal effort needed)
- Watch every single American talent head to American teams, while Canadian teams sign the scraps
- "Oh sorry, Canada I guess this isn't really working for you, but we've got everything we need to succeed as the premier second tier league in the US now, so your teams can just fold one by one. BTW start of next season how about just the XFL instead of the XFL/CFL? kthxbye".

It’s tricky to know what the best course for the CFL is.
The Argos are dead without significant changes to the league. And as much as the rest of the country hates Toronto, without a Toronto team and market, the league is going to be smaller and less appealing to American players. B.C. and Montreal are also in iffy shape longer-term.
Personally I haven’t watched the CFL in years. And I’m not more likely to watch it if it merges with the XFL. I’m an NFL fan first and foremost and anything else just feels like the minor leagues.

Rob Vanstone: CFL should focus on fixing flimsy foundation
Rob Vanstone feels that the Canadian Football League should fix its foundation in Canada instead of looking abroad for solutions.

Non-NFL professional football in the United States is a proven dud. Now an alliance with the XFL is perceived as a possible panacea? This is tantamount to seeking marital advice from Kim Kardashian.
The time has come to concentrate on the home front, with a streamlined business plan that reflects the CFL’s post-pandemic reality, and direct resources to much-needed repairs.
A piece of The Rock isn’t going to resolve that problem. The third incarnation of the XFL could very well go down for the count more predictably than that quintessential WWE tomato can, Barry Horowitz.
The only sustainable, sensible solution is to be found within our borders.

I wouldn't be shocked if this is a bit like the deal that Mike Babcock has with the U of S, in that he is still getting paid by the Leafs and is a volunteer for the U of S for the next two years.
Wouldn't be suprised if he gets a stipend, but is still getting Browns money for the next year or two.

Why would the Browns do this?

I noticed whenever there is a football game on in the background on Ozark, it is the CFL. Must be cheaper for those rights.
